David Quintana’s professional history spans nearly two decades in and around the State Capitol. After serving in the United States Air Force for a decade, Mr. Quintana then graduated from the University of California, Davis and the Boston College School of Law. Considered one of the Deans of California’s lobbying corps, Bill Sr. is also one of California's preeminent experts on healthcare law, the budget process, legislative process and politics. When Bill Sr. became a lobbyist in 1976, The Sacramento Bee reported: “The California Medical Association (CMA) appears to be assembling one of the more high-powered lobbying teams in Sacramento to pursue its battle with lawyers and other combatants in the current medical malpractice insurance crisis . . . CMA will add William Barnaby, one of the most highly respected Senate committee consultants. Barnaby is consultant for the Senate Health and Welfare Committee and insiders say he will give an added dimension to the CMA team as a lawyer representing physicians.” A couple of years later Bill Sr. founded his own lobbying firm – William E. Barnaby, Inc. – which became a founding Member of Resolute in 2018.

Attracted to politics by the presidential campaign of John F. Kennedy, Bill Sr.’s first foray into politics was working in the U.S. Capitol, first for a U.S. Representative from Sacramento, and then as a Congressional Investigator, where he was granted Top Secret Security Clearance by the U.S. Department of Defense.

A couple years later, returning to Sacramento due to family illness, Bill Sr. embarked on a decade long career in the California Legislature. First as a consultant to the Assembly Ways and Means Committee (now the Appropriations and Budget Committees), then the Education Committee, before moving to the Senate Health & Welfare Committee in the late 1960s. At the same time, he did political and campaign consulting, co-produced election-night coverage for Sacramento television stations, was appointed to the Sacramento County Planning Commission (elected Chair during his last year of service) and served on the Boards of a hospital foundation and local suicide prevention service.

After serving active duty in Europe in the U.S. Army, Bill Sr. earned the following degrees: Associate of Arts from Sacramento City College; Bachelor of Arts (Political Science) from the University of California, Davis; and Juris Doctor from the University of the Pacific, McGeorge School of Law. Bill Sr. was honorably discharged from the U.S. Army in 1966 and has been admitted to practice law before the state and federal courts of California since 1974 and registered as a lobbyist since 1976.

Cher Gonzalez is a partner at Resolute with over 20 years of experience in state government affairs management, public policy analysis, political consulting, and direct advocacy. Ms. Gonzalez specializes in a wide array of subject matters including healthcare, corporate liability, and transportation issues. With a focus on delivering results, Ms. Gonzalez strategically guides clients through the legislative, regulatory and state budget processes to achieve client objectives.

Prior to joining Resolute, Ms. Gonzalez was a partner at Gonzalez Government Consulting (GGC) where she represented manufacturers, research institutions, healthcare providers, patient advocacy organizations, and more. In addition to advocating in legislative and regulatory arenas, Ms. Gonzalez developed grass roots networks, policy positions, social media campaigns, and presentations regarding public policy issues for GGC clients. 

Ms. Gonzalez developed her healthcare expertise over thirteen years managing state government relations for two global healthcare corporations active in human and animal health.   In those roles, she specialized in multi-state government relations management, pharmacy regulations, state contracting, public health programs, corporate communications, legislative drafting, state budget analysis, and created numerous disease awareness campaigns.

Prior to her corporate in-house roles, Ms. Gonzalez served as Counsel and Legislative Advocate for the California Chamber of Commerce where she specialized in litigation and corporate liability issues. In that role, Ms. Gonzalez provided legislative, regulatory and judicial advocacy for the California Chamber’s membership.

Ms. Gonzalez has a specialized educational background in law and politics. Ms. Gonzalez holds a Juris Doctor degree from the University of the Pacific, McGeorge School of Law and a Bachelor of Arts degree in Political Science from California State University, Chico. With a passion for global health and humanitarian rights issues, Ms. Gonzalez has served for various non-governmental organizations (NGOs) on projects in Eastern Europe and Eastern Africa. Humanitarian work continues to be a priority for Ms. Gonzalez, and she accepts pro bono clients in the NGO space.

After earning a Juris Doctor degree from Stanford Law School, following graduating magna cum laudefrom Morehouse College with a double major in political science and history, Jarrell Cook joined Resolute with nearly a decade of legal and political advocacy experience. He has represented Fortune 500 companies, innovative startups, and everything in between. He has advised clients on a wide range of regulatory, legal, tax, and technology issues before the California legislature, as well as state and federal agencies.

Prior to joining Resolute, Jarrell oversaw a broad portfolio as a Policy Director for the California Manufacturers and Technology Association (CMTA). In serving as the voice for the state’s 30,000 company-strong manufacturing industry, he gained a deep knowledge of the issues facing a wide variety of sectors — including automotive, food and beverage, consumer products, pharmaceuticals, aerospace and national defense, connected devices, and other emerging technologies. He spearheaded the growth of CMTA’s key policies on technology and economic development and lead the Capitol community’s largest coalition on regulatory oversight and accountability. Jarrell has been repeatedly invited to speak for the manufacturing industry on issues related to privacy, regulatory reform, climate change, and economic growth in California.

Before working in policy, Jarrell worked as an attorney in Washington, D.C. conducting internal investigations and advising clients on matters related to corporate governance, government contracts, litigation, telecommunications, and privacy & data management.

When not enjoying time with his wife Jamille and daughter Calelle, Jarrell spends his free time fighting in amateur Muay Thai kickboxing bouts through the International Kickboxing Federation and other sanctioning bodies.

Born in Washington, DC while his Bill Sr. worked on Capitol Hill, Bill Jr. was raised around politics. He has been a registered lobbyist since 1990, admitted to practice law before the state and federal courts in California since 2000, and licensed as a California insurance agent/broker since 2010. An avid basketball fan, Bill Jr. helped coach his son’s Little Dribblers team and volunteers at his son’s school still.

David Gonzalez is a partner at Resolute and has over 20 years of experience in California law and policy advocacy.  This includes advocacy in front of all three major branches of California state government: the legislature, administrative agencies, and the courts.  Mr. Gonzalez has also advocated for clients through the “fourth branch of government” – the ballot initiative.

Prior to joining Resolute, Mr. Gonzalez founded Gonzalez Government Consulting (GGC) where he did public policy advocacy and consulting for clients in the areas of health care, energy, transportation, environment, government contracting, government licensing and procurement, business and taxation, and consumer products regulation. Before forming GGC, Mr. Gonzalez served as Of Counsel for the international law firm, DLA Piper.  There he represented clients in the government affairs and business litigation departments.  Prior to that Mr. Gonzalez also practiced law at the international law firm of Greenberg Traurig. 

In addition, Mr. Gonzalez worked in the California Legislature as the senior consultant to the Assembly Committee on Health.  There he prepared analyses for the legislature on pending health care policy proposals and advised legislators and their staff on the legalities and public policy implications of these proposals.  Mr. Gonzalez also served as the Vice President of Legal and Regulatory Affairs for the California Association of Health Plans. 

Mr. Gonzalez has a Bachelor of Arts degree from Indiana University where he double-majored in Economics and Political Science, and double-minored in French and West European Studies.  Mr. Gonzalez holds a Juris Doctor degree from the University of the Pacific, McGeorge School of Law, where he received honors in written advocacy and is an active member of the California State Bar.

Mr. Gonzalez does pro bono work with the Society of St. Vincent DePaul and the Voice of the Poor advocating for policies that assist low-income and at-risk individuals and their families. 

Prior to being a partner at Resolute, Sean founded his own firm: Henschel Governmental Affairs.  He has represented a wide range of clients, including Alta Motors, Amazon.com, American Medical Response, the California Responsible Recycling Alliance, Graphic Packaging International, Kimberly-Clark Corporation, and the Center for the Study of Los Angeles at Loyola Marymount University.  Most recently, Sean served as initiative proponent to California’s Proposition 11 (Nov.2018).  This leading role for one of the highest operating budgets of the California General Election resulted in a twenty-point victory for Sean and his client’s campaign team.

Sean Henschel began his career among the ranks of Capitol legislative staff.  Bringing almost twenty years of service in California state and county and city government, Sean has held management roles in the California State Senate and Assembly.  He has served as Chief of Staff to multiple members and as a senior consultant to Select Legislative Policy Committees. He has also worked in chief director roles for numerous political campaign offices, overseeing targeted voter outreach, registration data analysis, and large-scale advertising for all media platforms.

Sean has a proven ability to take legislation from concept to law; writing legislation to satisfy the needs of his clients and providing key testimony leading to its passage or intervening to change legislation that may have a negative impact.  With over 50 bills signed into law to his credit, Sean has delivered successful outcomes at all levels of government while maintaining positive working relationships across partisan lines.  He offers a commitment to give an absolute best effort with a firm devotion to success without forfeiting integrity.

Over the years, Sean has been invited to share his government expertise in front of numerous organizations.  He was recently named as the first Distinguished Speaker of 2018 for the Besant Hill School in Ojai, Ca.  Prior to that, he served as guest lecturer at the University of California Davis’s graduate course on Public Policy. Having done his undergraduate work at Loyola Marymount University, Sean competed at the highest levels of Collegiate Parliamentary Debate earning rare entry into the National Championship Tournament in four consecutive years.

Sean lives with his wife and two sons just outside Sacramento. When not walking the halls of the State Capitol, he can be found at the ballpark as an Elk Grove Youth Baseball coach or hiking a trail with his son’s Cub Scout Pack.

Don Schinske is a Swiss Army knife – lobbyist, association manager, writer, publisher, event organizer. His policy expertise extends to diverse areas of law: healthcare, Workers’ Compensation, the design professions, and language access.  A former newspaper publisher, editor, and award-winning columnist, Don deploys his unique mix of skills and experience for clients that need state or local advocacy; trade association and non-profit management; reports and research; accounting, conference and convention planning; website management; newsletters, book publication; grant writing and fundraising.  

Don holds a master’s degree in journalism from UC Berkeley.  He earned degrees in Economics and Literature from Claremont Men’s (now McKenna) College, where he was Phi Beta Kappa.

Growing up in an immigrant-farmworker household shaped a lot Alfredo’s perspective on how public policy and regulations directly impact Californians, whether they acknowledge it or not, and is a driver in his dedication to helping others navigate their way through the most complicated labyrinths that the State Capitol Building has to offer.

Joining RESOLUTE with nearly a decade of experience working on policy and politics in Sacramento, Alfredo developed and honed his approach to implementing successful policy and funding strategies, working for the Legislature and outside the Legislature as a lobbyist for government agencies and large NGOs. Because he has worked for the Legislature, Alfredo has an intimate, behind-the-scenes understanding of the legislative process and has cultivated strong relationships with key members and staff.
